Kempsey Regional Saleyards

At the September Ordinary Meeting of Kempsey Shire Council on Tuesday 21 September Councillors considered items such as electing a Deputy Mayor, reviewing the Questions on Notice procedure and the upgrade of infrastructure at the Kempsey Regional Saleyards.

Election Of Deputy Mayor

Council conducted an election for the position of Deputy Mayor by open voting. This was required due to the local government election being postponed until December.

Councillor Anthony Patterson was reelected Deputy Mayor for the remainder of the term.

Local Government NSW Annual Conference

It is customary for Council to send delegates to the Local Government conference each year. Council nominated Mayor Liz Campbell and Cr Saul and Cr McGinn as voting delegates for the 2021 Local Government New South Wales Annual Conference to be held on Monday 29 November 2021 (online) and Monday 28 February to Wednesday 2 March 2022.

Questions On Notice - resourcing and financial impacts

Council noted the current Questions on Notice procedure does not comply with its own Council Code of Meeting Practice. It was resolved that Questions on Notice would be permitted if a question for response by the General Manager is submitted by a Councillor at least eight business days before a Council Meeting is held.

It was also resolved that the General Manager may respond to Questions on Notice through the business papers for the relevant meeting or orally at the meeting and that questions are not accepted verbally from the floor of a meeting.

Bushfire Local Economic Recovery Fund - Saleyards Infrastructure Upgrade Project

Council authorised the General Manager to enter into a funding deed under the Bushfire Local Economic Recovery Fund for a substantial infrastructure upgrade of the Kempsey Regional Saleyards.

Other outcomes

Council agreed to not hold the scheduled December Council Meeting on Tuesday 21 September 2021 as results from the December Election will not be declared. An Ordinary Meeting of Council will instead be scheduled on Tuesday 25 January 2022.

Council delegated authority to the General Manager to organise the sale of land near Loftus Road Crescent Head

Council noted the Statement Of Cash And Investments for August 2021 as well as the 2020-21 Annual Financial Statements.
